Forfeiture and Corruption of Blood

Neither Forfeiture nor Corruption of Blood, nor any like procedure, shall ever exist under authority of the Benevolent Dictator; since such procedures tend to tempt public officers to attend to the property to be forfeited or blood-corrupted, and not to the evil to be suppressed.
