Rebellion and Treason
The President shall suppress
rebellion and treason against the Benevolent Dictator as follows:

"Rebellion" is one or more acts which would be
acts of war against the Benevolent Dictator but for the facts that:
-
they are perpetrated by mere armed bands, groups,
irregulars or mercenaries; and
-
no foreign nation has sent (nor has had any
substantial involvement or allowing in sending) such armed bands, groups,
irregulars or mercenaries.

"Treason" is one or more
acts of war against the
Benevolent Dictator, taken:

by a subject of the Benevolent Dictator;

on behalf of a foreign nation.

Rebellion and treason are crimes, and the
Congress shall by law define the punishment therefor.

Proof of rebellion, and of treason, shall require two
witnesses to the same overt act.

Forfeiture, Corruption of
Blood, and like procedures are as forbidden in cases of rebellion and
treason as in any other case.

The President shall take care that the laws against
rebellion and treason, like all other laws, shall be faithfully executed.
